As part of this agreement, Microsoft has committed to investing $2.9 billion in Japan over the next two years. This investment will bolster artificial intelligence (AI), cloud computing, and data center initiatives. Moreover, a portion of the funds will be allocated to training 3 million individuals through digital skills programs, establishing a Microsoft Research Lab in Japan, and fostering a collaborative cybersecurity initiative between the two nations.

In parallel, Amazon Web Services (AWS) has pledged a separate investment of $15 billion in Japan by 2027. This substantial investment aims to enhance cloud infrastructure to support AI and other digital services.

Additionally, the agreement outlines resource partnerships. NVIDIA will supply GPUs to Japanese companies like Sakura Internet and Softbank. Furthermore, Google and Microsoft will contribute computational resources to Japanese firms engaged in developing AI foundational models.

Collaborative research endeavors

The US and Japan have jointly announced a $110 million academic research collaboration, aiming to propel advancements in AI research and development. This initiative builds upon previous quantum computing partnerships and research endeavors.

Several prestigious universities are participating in this collaboration, including the University of Washington, the University of Tsukuba, Carnegie Mellon University, and Keio University. Funding for these partnerships is provided by NVIDIA, Arm, Amazon, Microsoft, and a consortium of Japanese companies.

Furthermore, additional research collaborations are underway, including a partnership between NVIDIA and Japan’s National Institute of Advanced Industrial Science and Technology (AIST), collaboration between the US Department of Energy and Japan’s science ministry (MEXT), and joint efforts between Argonne National Laboratory and Japan’s RIKEN.

Initiatives for ensuring AI safety

The agreement also addresses the importance of mitigating risks associated with AI technology. Both the US and Japan aim to enhance transparency by clearly labeling official government content and distinguishing content generated or altered by artificial intelligence.

Furthermore, the two nations intend to bolster efforts in supporting AI Safety Institutes and working together to establish safety standards. The agreement highlights a harmonization between Japan’s AI Guidelines for Business and the NIST AI Risk Management Framework, facilitating the development of mutually compatible policy frameworks regarding AI.

Additionally, the US recently announced a parallel agreement with the UK on April 2, underscoring a shared commitment to AI safety measures.
